Scrap import and the processing-for-re-export trade
Port Klang is Malaysia’s largest port and the hub of a trade that grew out of China’s import restrictions. Mixed copper, brass and aluminium scrap from the United States, Europe, Australia and the Gulf is imported, sorted and upgraded in the industrial estates of the Klang Valley and Penang, and the compliant product is re-exported to China. Malaysia’s own EAF mills and secondary smelters consume scrap as well.
Malaysia has tightened its scrap import rules several times, and licensed importers, inspection and the environmental conditions on processing are applied at Port Klang and Penang.
