The Philippine steel industry is in the middle of a major build-out led by SteelAsia, whose electric arc furnace mills at Calaca, Compostela (Cebu), and other sites melt domestically collected scrap into rebar for the country's infrastructure programme — with new plants under way in Batangas, Quezon, Tarlac, and Davao.
The country has historically been a net exporter of ferrous scrap, and the growth of domestic melting capacity is steadily redirecting that material into local furnaces. Chinese investment through the Panhua Group is adding large new capacity in Mindanao.
